February 24, 2026: The Chhattisgarh government on Monday presented its Budget for the financial year 2026-27 with a total outlay of ₹1.72 lakh crore, positioning it as a blueprint for inclusive development, infrastructure expansion and youth empowerment. The Budget, themed around “SANKALP”, marks the third financial statement of the current government and aligns with the long-term vision document targeting 2047.

According to the official press note issued by the Finance Department, the Budget builds upon the earlier guiding principles of GYAN (Gareeb, Yuva, Annadata, Nari) and GATI (Good Governance, Accelerating Infrastructure, Technology, Industrial Growth), shifting this year’s focus to decisive implementation and outcome-based governance.

Key Fiscal Indicators

The state’s Gross State Domestic Product (GSDP) is estimated at ₹7,09,553 crore for 2026-27, reflecting a growth of 12.4 percent over the previous year’s projection of ₹6,31,290 crore. Per capita income is projected to rise to ₹1,79,244.

Total receipts and total expenditure are both estimated at ₹1,72,000 crore, indicating a balanced budget framework. Capital expenditure has been pegged at ₹26,500 crore, accounting for 15.1 percent of the total budget and 3.7 percent of GSDP. The fiscal deficit is estimated at ₹20,400 crore, or 2.87 percent of GSDP, remaining within the 3 percent FRBM limit. The revenue deficit is projected at ₹2,000 crore.

Major Flagship Allocations

Among the headline announcements:

• ₹10,000 crore for Krishak Unnati Yojana to promote modern agricultural practices and crop diversification.
• ₹8,200 crore for Mahtari Vandan Yojana aimed at women’s economic empowerment.
• ₹6,500 crore for the Chief Minister Food Assistance Scheme.
• ₹6,700 crore towards electricity subsidy, including free power for agricultural pumps up to 5 HP.
• ₹4,000 crore for Pradhan Mantri Awas Yojana (Rural).
• ₹1,500 crore under the Shaheed Veer Narayan Singh Ayushman Health Scheme.

Significant allocations have also been made for Jal Jeevan Mission (₹3,000 crore), National Health Mission (₹2,000 crore), and Pradhan Mantri Gram Sadak Yojana (₹1,725 crore).

Five Chief Minister Missions

The Budget introduces five dedicated missions to be implemented in mission mode over the next five years, with at least ₹100 crore annually earmarked for each:

1. Chief Minister AI Mission to position the state as a leader in emerging technologies and skill development.
2. Chief Minister Sports Excellence Mission to identify and nurture grassroots talent.
3. Chief Minister Tourism Development Mission to boost thematic circuits and local livelihoods.
4. Chief Minister Infrastructure Mission to fast-track priority projects.
5. Chief Minister Start-up and NIPUN Mission to transform youth from job seekers into job creators and promote industry-ready skills.

Youth and Education Push

Under CG ACE (Chhattisgarh Assistance for Competitive Exams), ₹33 crore has been allocated to support aspirants preparing for NEET, JEE, CLAT, UPSC, CGPSC, SSC and Railway exams. A Mega Examination Centre will be set up in Raipur with ₹25 crore.

The government has also proposed new CGIT institutions, infrastructure upgrades for ITIs and polytechnics, and ₹100 crore for Swami Vivekananda Excellence School Scheme.

Health and Social Welfare

The health sector receives substantial support, including the construction of district hospitals, new medical and nursing colleges, 25 dialysis centres, and expansion of the Ayushman Bharat coverage. A new Homeopathy College will be established in Raipur and a State Cancer Institute in Bilaspur.

Social welfare allocations include ₹450 crore for Chief Minister Pension Scheme and ₹400 crore for National Old Age Pension Scheme. Tribal development initiatives include ₹720 crore for PM Janman Yojana and residential schools for PVTGs.

Infrastructure and Industrial Growth

Over ₹9,450 crore has been allocated to the Public Works Department, ₹3,500 crore to Water Resources, and nearly ₹4,000 crore to Public Health Engineering. The Budget also provides ₹750 crore for capital investment subsidy to industries and ₹250 crore for setting up 23 new industrial parks.

Special emphasis has been placed on Bastar and Surguja regions, including air connectivity expansion, additional nutrition support and irrigation projects.

A Milestone Year

Marking 25 years of statehood, the Budget note highlights that Chhattisgarh’s budget size has grown from ₹4,944 crore at the time of formation to ₹1.72 lakh crore today, reflecting a 35-fold expansion.

With a strong emphasis on implementation, targeted welfare and capital formation, the 2026-27 Budget seeks to accelerate growth while maintaining fiscal discipline and expanding opportunities for farmers, women, youth and tribal communities.
