Supreme Court Appoints Justice Hrishikesh Roy as BCA Ombudsman to Address Governance Issues

April 25, 2026 : The Supreme Court of India has appointed Justice Hrishikesh Roy as the Ombudsman of the Bihar Cricket Association (BCA), stepping in after Justice A.S. Oka declined to assume the role.

The move comes amid ongoing administrative disputes within the BCA, which have repeatedly disrupted its functioning. By designating an Ombudsman, the Court has reinforced its supervisory role in ensuring accountability and proper governance in sports bodies where internal mechanisms have failed to resolve conflicts.

Justice Roy, who retired from the Supreme Court earlier this year, is expected to bring institutional credibility and neutrality to the position. His mandate will include adjudicating disputes, ensuring adherence to regulatory norms, and facilitating smoother administration within the association.

The appointment follows a period of persistent internal discord and deadlock in the BCA, circumstances that have previously required judicial intervention. The Court acted promptly after Justice Oka’s refusal, indicating the urgency of restoring stability within the body.

This decision reflects a broader judicial approach of closely monitoring governance standards in sports administration, particularly where issues of transparency, fairness, and compliance arise. Through this intervention, the Court has reiterated its commitment to maintaining integrity and accountability in the functioning of sporting institutions.
