CG-RERA has imposed a ₹25 lakh penalty on the Salasar Vihar promoter in Arang, Raipur, for selling plots without mandatory RERA registration.

Real Estate Regulation and Development Act ( RERA )

Raipur, October 22, 2026: The Chhattisgarh Real Estate Regulatory Authority (CG-RERA) has imposed a penalty of ₹25 lakh on Rajiv Soni, promoter of the Salasar Vihar project in Arang, Raipur district, for selling plots without obtaining mandatory RERA registration. The action underscores the regulatory authority’s efforts to enforce real estate laws and protect the interests of property buyers across Chhattisgarh.

According to CG-RERA, an examination of the documents and facts presented in the matter revealed that land within the Salasar Vihar project had been divided into individual plots and sold without obtaining the required registration from the authority. The promoter’s actions were found to be in violation of Section 3 of the Real Estate (Regulation and Development) Act, 2016, which mandates registration of real estate projects falling within the statutory requirements before they can be marketed or sold.

Taking note of the violation, the authority imposed a penalty of ₹25 lakh under Section 59 of the Act, based on the estimated cost of the project. The action highlights the legal consequences that promoters may face for undertaking real estate activities without complying with the prescribed registration requirements.

RERA Registration Mandatory for Eligible Real Estate Projects

The Real Estate (Regulation and Development) Act, 2016, was enacted to promote transparency, accountability and fair practices in the real estate sector. Under Section 3, promoters are prohibited from advertising, marketing, booking, selling or offering for sale any plot, apartment or building in a real estate project that requires registration unless the project has been registered with the competent RERA authority.

The registration framework is intended to ensure that prospective buyers have access to essential information about a project, including its legal status, development details and promoter particulars. It also enables buyers to make informed investment decisions and provides a regulatory mechanism for addressing violations of the law.

The CG-RERA action against the Salasar Vihar promoter serves as a reminder that developers and promoters must comply with applicable legal requirements before offering plots or other real estate units for sale. Failure to do so may attract penalties and other consequences prescribed under the Act.

CG-RERA Urges Property Buyers to Verify Registration Before Investing

Alongside enforcement action, CG-RERA has urged citizens and prospective property buyers to verify the registration status of a project before purchasing a plot or investing in a residential development. Buyers should check the project’s RERA registration number, the promoter’s details and other relevant information available through official records.

Verifying registration before entering into a property transaction can help buyers assess a project’s regulatory status and reduce the risk of future disputes and financial losses.

The authority has reiterated its commitment to strengthening transparency, accountability and compliance in Chhattisgarh’s real estate sector. Citizens can visit the official CG-RERA website to access information about registered projects and verify relevant project details before making an investment.

The case reinforces an important message for both developers and buyers: compliance with RERA requirements is a key consideration in property transactions, and buyers should exercise due diligence before committing their money to a real estate project.
