    National Highways Fee Rules, 2026

    March 19, 2026 : The Government has notified the National Highways Fee (Determination of Rates and Collection) (Second Amendment) Rules, 2026 to strengthen toll compliance across National Highways. The amendment aims to improve transparency in toll operations, enhance investor confidence, and establish stronger legal and financial safeguards.

    A key feature of the amendment is the introduction of a structured recovery mechanism for unpaid user fees. This framework supports more effective and accountable toll collection, with a clear focus on digital enforcement.

    The rules introduce a technology-driven Electronic Notice (e-notice) system. Under this system, registered vehicle owners will receive electronic notices containing details such as vehicle information, date and location of passage, and the amount due. These notices will be delivered through SMS, email, mobile applications, and other electronic modes, and will also be accessible through a designated online portal.

    Further, the amendment enables integration of the National Electronic Toll Collection system with the VAHAN database, allowing seamless identification of vehicles and enforcement of outstanding dues.

    To ensure fairness, a grievance redressal mechanism has also been incorporated. Vehicle owners or drivers may submit representations through the designated portal within 72 hours of receiving an e-notice.

    Overall, the amendment represents a significant step toward strengthening compliance and advancing a more efficient, transparent, and barrier-free tolling system in the country.
