March 08, 2026 : A disturbing case of social boycott and humiliation has emerged from a village in Chhattisgarh’s Balrampur district, where a rape survivor and her family were allegedly ostracised by a village panchayat and subjected to degrading conditions for re-entry into the community. The local administration has initiated an inquiry into the matter after the incident came to light.
According to reports, the village panchayat decided to socially boycott the survivor’s family for a period of 12 years. The decision reportedly bars them from participating in any social, religious, or community activities in the village.
The controversy deepened after the village sarpanch, Jawahir Lal, allegedly declared during a community meeting that the family would only be allowed to rejoin society if they agreed to wash the feet of villagers and bathe with that water. He reportedly justified the condition by stating that the family must follow the rules laid down by the village’s ancestors in order to regain acceptance in the community.
The matter stems from a dispute involving a young man and the survivor from the same village. The woman has alleged that the man established a physical relationship with her after promising marriage. She later became pregnant. When she reportedly pressed for marriage during the seventh month of pregnancy, the man refused.
Following this, the woman informed her family and lodged a complaint with the police. Acting on the complaint, the police registered a case against the accused and arrested him. He was later produced before a court and sent to judicial custody.
After the police action, a meeting of the village panchayat was convened. During the meeting, the panchayat reportedly accused the woman of falsely implicating the man and demanded that she clarify the paternity of the unborn child. The panchayat then ordered the social boycott not only of the survivor’s family but also of her maternal cousin’s family.
Under the decision, villagers were instructed not to attend any family functions organised by the affected families. The panchayat also imposed additional conditions, including a demand that the families provide a community feast consisting of goat meat and rice, along with liquor, for the entire village as a form of penalty.
Following media reports about the incident, local administrative authorities stated that the matter is being taken seriously. Officials have begun collecting information about the events and said that appropriate action will be taken after the inquiry is completed.
