CIC Closes RTI Appeals After Delhi Jal Board Fixes Water Supply in Uttam Nagar

The Central Information Commission has closed six second appeals filed by Delhi resident Mukesh Gupta after he informed the Commission that the Delhi Jal Board had resolved the water-quality issues in his neighbourhood. The order, issued on 20 November 2025 by Information Commissioner Vinod Kumar Tiwari, brings an end to a long series of RTI applications linked to complaints about dirty and foul-smelling water supplied to T Block, Prem Nagar, Uttam Nagar, Delhi.

According to the documents on record, Gupta had filed multiple RTI applications between early 2024 and March 2025, seeking details on action taken by the local MLA, the Delhi Jal Board’s response to complaints, daily water-supply timings, sewer-line maintenance history, and reasons for inaction on repeated grievances sent through WhatsApp to junior engineers and senior officers. The applications captured months of frustration with what he described as persistent contamination of the water reaching homes in the area. CIC

Several of the appeals also traced his attempts to escalate the problem within the department. In one instance, Gupta told the Commission that his number had been blocked by an Additional Chief Engineer after he repeatedly sent evidence of the issue through WhatsApp. In other cases, he asked for proof of pipeline cleaning, details of budget allocations, expenditure data for the M-30 zone, and copies of estimates that had allegedly been cancelled by the authority. Many of these queries had either no response on record or replies that Gupta found incomplete. CIC

When the matters came up for hearing, Gupta did not appear. The Delhi Jal Board informed the Commission that the appellant had already uploaded written submissions requesting the withdrawal of all six pending second appeals. In his statement, reproduced in the order, Gupta said the Delhi Jal Board had since laid new water and sewer pipelines, resolving the supply-quality problems in his locality. With the core issue addressed, he told the Commission he no longer wished to pursue the cases.

After reviewing the record and the written request, the Commission dismissed all the matters as withdrawn. No recommendations were issued under Section 25(5) of the RTI Act.
