Durg Divisional Judicial Seminar Held: Chief Justice Justice Ramesh Sinha Stresses Efficiency, Integrity and Modern Criminal Law Reforms

April 11, 2026 : A one-day divisional judicial seminar for judicial officers of the Durg Division was held at the District Court, Durg, bringing together 92 judicial officers from five civil districts Durg, Balod, Bemetara, Kawardha, and Rajnandgaon. The programme was organized by the Chhattisgarh State Judicial Academy and focused on strengthening judicial efficiency, adapting to new criminal laws, and addressing practical challenges faced by trial courts.

Inaugurating the seminar, Justice Ramesh Sinha underscored the foundational values of the judiciary, stating, “Efficiency, integrity, and an enduring dedication to Justice define the true strength of the Judiciary.” The inaugural ceremony began with the traditional lighting of the lamp, symbolizing the illumination of justice and legal wisdom. The event was also attended by Justice Rajani Dubey and Justice Ravindra Kumar Agrawal.

In his address, the Chief Justice highlighted the significance of newly enacted criminal laws, describing them as a transformative step toward modernizing the criminal justice system. He noted that these reforms integrate technological advancements and promote a more victim-centric approach, making it essential for judicial officers to develop a clear and practical understanding of the statutes for effective implementation.

Focusing on key areas of concern, Justice Sinha emphasized the need for efficient case management in matters under Section 138 of the Negotiable Instruments Act, 1881, urging judicial officers to adopt innovative techniques to ensure speedy disposal while maintaining procedural fairness. He also highlighted the growing relevance of electronic evidence, referring to e-Sakshya and its admissibility under the Bharatiya Sakshya Adhiniyam, and advised officers to remain well-versed with statutory requirements governing digital evidence.

A significant highlight of the seminar was the release of the publication titled “Mediation 2.0 IAISAGR – Mediation Strategy Model for Durg,” unveiled by the Chief Justice along with companion judges. The publication reflects a progressive approach toward mediation and reinforces the judiciary’s commitment to promoting amicable dispute resolution.

The seminar featured presentations by participants on several important legal topics, including the doctrine of return and rejection of plaint under Order VII Rules 10 and 11 of the Civil Procedure Code, strategies for expediting execution proceedings, and effective handling of cheque dishonour cases. Discussions also covered the evidentiary value of examination of the accused under Section 351 of the Bharatiya Nagarik Suraksha Sanhita and the scope of electronic evidence under Section 63 of the Bharatiya Sakshya Adhiniyam.

The event was attended by the Registrar General, registry officers, and judicial officers from across the Durg Division. The welcome address was delivered by the Principal District and Sessions Judge, Durg, followed by an introductory address by the Director of the judicial academy. The programme concluded with a vote of thanks by the First District and Additional Sessions Judge, Durg.

The seminar provided a valuable platform for knowledge sharing, practical training, and strengthening judicial practices. Expressing confidence in the outcome of the programme, the Chief Justice noted that such initiatives play a crucial role in enhancing the capacity of judicial officers to address evolving challenges while maintaining public confidence in the justice delivery system.
