The Supreme Court has published a detailed list of all judicial appointments recommended by the Supreme Court Collegium during the tenure of Chief Justice of India BR Gavai, who steps down on November 23.
This report follows the transparency practice started by former CJI Sanjiv Khanna, where the court releases period-wise data on Collegium recommendations. The information includes the professional background and demographic details of every person considered for elevation. Justice Gavai became the 53rd Chief Justice of India on May 14, 2025. Between May 14 and November 21, the Collegium recommended 129 names for appointment to different High Courts.
Of these, the Union Government approved and notified 93 names, following the appointment process set out in Articles 124 and 217 of the Constitution, as clarified in the Second Judges Case (1993) and the 1998 Presidential Reference, also known as the Third Judges Case.
The report also highlighted demographic details, showing the Collegium’s effort to improve social representation in the higher judiciary. The list included candidates from OBC, BC, and SC communities, members of minority groups, and a notable number of women. It also mentioned that five candidates were related to current or former judges, disclosed in the interest of transparency.
Overall, the report reflects the Supreme Court’s push for greater openness in the Collegium system. It supports ongoing discussions on judicial diversity, independence of the judiciary, and the changing balance of power in India’s constitutional framework.
