Chhattisgarh Cabinet Decisions Taken on January 21, 2026

January 21, 2026 : The Council of Ministers of Chhattisgarh, chaired by Chief Minister Vishnu Deo Sai, met on January 21, 2026, at the Chief Minister’s residence office in Civil Lines, Raipur. The cabinet approved several key policy and development decisions aimed at strengthening governance, education, technology, and healthcare infrastructure in the state.

The cabinet approved the proposal for the Chhattisgarh Excise Policy for the financial year 2026–27 and authorized the concerned department to carry out all related and consequential actions.

In a major boost to higher education, the cabinet approved the allotment of around 40 acres of land on a 90-year lease basis in Sector-18 of Nava Raipur Atal Nagar to Shri Vile Parle Kelavani Mandal (SVKM) for establishing the Narsee Monjee Institute of Management Studies. SVKM is a reputed educational trust working in the field of education since 1934 and currently operates around 30 educational institutions across India, providing education from pre-primary to doctoral levels to more than one lakh students annually. The institution was ranked 52nd in the NIRF University Rankings 2025. The establishment of this national-level institute in Nava Raipur is expected to significantly strengthen access to modern and quality education in Chhattisgarh.

The cabinet also decided to sign a Memorandum of Understanding with Software Technology Parks of India (STPI) for setting up four new entrepreneurship centers in Nava Raipur Atal Nagar. This initiative is expected to play a crucial role in promoting the IT and IT-enabled services sector and strengthening the startup ecosystem in the state. STPI currently operates 68 centers across the country, with a strong presence in Tier-2 and Tier-3 cities. In collaboration with the state’s Electronics and Information Technology Department, STPI will promote around 133 domain-specific startups over the next three to five years in areas such as artificial intelligence, med-tech based on herbal medicine and forest produce, smart cities, and smart agriculture. Additionally, an Electronics System Design and Development Centre will be established through STPI to support students, entrepreneurs, researchers, and industries in developing ESDM product prototypes, benefiting around 30 to 40 hardware startups and MSMEs every year.

To strengthen public healthcare services, the cabinet approved decisions to ensure the availability of quality diagnostic facilities across all government health institutions in the state. These measures focus on strengthening existing resources and increasing the number of diagnostic tests as per prescribed standards through effective operation of laboratories in district hospitals, community health centers, and primary health centers.
