Centre Forms High-Level Committee on Demographic Change; Justice P.P. Naolekar to Head Panel

May 27, 2026 : The Central Government has constituted a high-level committee to examine the challenges arising from demographic changes caused by infiltration and other factors. Union Home Minister Amit Shah announced the development through a social media post on Wednesday.

The committee will be chaired by former Supreme Court judge Justice Prakash Prabhakar Naolekar. Its members include the Census Commissioner, former IAS officer Durga Shankar Mishra, former IPS officer Balaji Srivastava, and economist Dr. Shamika Ravi. The Joint Secretary (Foreigners-I) in the Union Home Ministry will act as the Member Secretary of the committee.

The formation of the panel follows Prime Minister Narendra Modi’s announcement during his Independence Day address from the Red Fort last year regarding the creation of a committee on demographic change.

According to Amit Shah, infiltration and other factors are leading to “unnatural demographic change,” which poses a major challenge for the nation’s present and future. He stated that the issue is closely linked to sovereignty, national security, law and order, social balance, and the protection of tribal communities.

The committee has been tasked with conducting a comprehensive assessment of demographic changes across the country due to illegal immigration and other unnatural causes. It will also study abnormal population shifts among religious and social communities and recommend planned, time-bound solutions to address the issue.
