March 12, 2026 : Bilaspur: Five officers and employees working at the UGC Malaviya Mission Teacher Training Centre (MMTTC) of Guru Ghasidas Central University are currently facing uncertainty after the university administration decided to convert their regular appointments into contractual positions. Following this decision, their salaries have reportedly been withheld for the past two months.
The affected staff include a Technical Officer and a Section Officer along with three other non-teaching employees working at the MMTTC. The university administration has decided to modify their service conditions. As a result, payment of their salaries has been stopped, since the University Grants Commission (UGC) has declined to release funds for their salaries.
According to information available, the UGC’s Malaviya Mission Teacher Training Centre was earlier known as the Human Resource Development Centre (HRDC) and before that as the Academic Staff College. It functions as a teacher training centre where programmes such as Orientation Courses, Refresher Courses and other faculty development programmes are conducted.
After receiving a communication from the UGC regarding appointments at the centre, the university administration convened a meeting of the Standing Committee in January to discuss the matter. Subsequently, the issue was also placed before the Academic Council and the Executive Council.
During these meetings, it was recommended that the service conditions of various non-teaching employees working under MMTTC be revised. It was decided that their regular appointments would be converted into tenure-based contractual appointments. The UGC has also suggested that supporting staff at MMTTC may be appointed on a contractual basis as required.
Following this decision, the employment status of the five employees remains unclear. They are neither continuing as regular staff nor has the contractual arrangement been formally finalised. Due to this uncertainty, their salaries have remained pending for the past two months.
The decision to convert the regular appointments of MMTTC employees into contractual positions was taken in meetings held under the chairmanship of Vice-Chancellor Prof. Alok Kumar Chakrawal.
