April 25, 2026 : The Supreme Court has directed all States and Union Territories to prepare a concrete, time-bound roadmap to ensure minimum standards in Intensive Care Units (ICUs) across the country, stressing that strengthening critical care infrastructure is an urgent and non-negotiable priority.
A Bench comprising Justice Ahsanuddin Amanullah and Justice R. Mahadevan endorsed expert-drafted guidelines on ICU management as the foundational framework. These guidelines set out essential benchmarks covering infrastructure, staffing, equipment, and clinical protocols required for efficient ICU operations.
To expedite implementation, the Court instructed State authorities to conduct consultations with medical experts within one week. Based on these discussions, States must identify immediate priority areas, particularly gaps in trained personnel, availability of critical equipment, and overall operational preparedness.
The Court made it clear that action plans must be practical and execution-oriented, not merely theoretical policy documents. It also highlighted the need for robust monitoring mechanisms to ensure compliance with prescribed ICU standards in hospitals.
Once finalized, these plans are to be submitted to the Union Health Ministry. A coordinated national-level review will then be undertaken to align efforts and move towards a more uniform ICU care system across India. The consolidated framework will subsequently be placed before the Court for further directions.
During the proceedings, experts pointed out key deficiencies in the current ICU ecosystem, including shortages of skilled healthcare workers and absence of standardized treatment protocols. Recommendations such as structured training programs, adoption of clinical checklists, and improved emergency response coordination were also discussed.
Through these directions, the Court aims to standardize ICU care nationwide and reinforce the healthcare system’s capacity to deliver effective treatment to critically ill patients.
