CJI Surya Kant Inaugurates Tower of Justice in Gurugram, Calls for Modern, Humane and Accessible Judiciary

July 12, 2026 : Chief Justice of India Surya Kant on Sunday inaugurated the Tower of Justice, the new District Court Complex in Gurugram, and said that the judiciary must remain modern, humane and firmly rooted in constitutional values while ensuring justice is accessible to every citizen.

Addressing the gathering at the inauguration ceremony, the Chief Justice said that the true significance of a court is not measured by the grandeur of its infrastructure but by its ability to bring justice closer to the people. He expressed hope that the Tower of Justice would become a symbol of impartial, efficient and compassionate justice rather than merely a landmark building.

Justice Surya Kant emphasized that the judiciary must strive not only for the speedy disposal of cases but also to ensure that no citizen is denied justice because of financial, social or procedural barriers. He said his vision has been to build a judicial system that embraces technological advancement without compromising the constitutional values that form its foundation.

Recalling the project’s origins, the Chief Justice noted that he had laid the foundation stone for the court complex in January 2017 while serving as a judge of the Punjab and Haryana High Court. He said the facility was conceived to bridge the widening gap between citizens and the justice delivery system in Gurugram, one of India’s fastest-growing corporate and commercial centres.

Highlighting the growing judicial workload, Justice Surya Kant pointed out that the Gurugram district courts are currently dealing with more than 24,000 civil cases, nearly 1,000 commercial disputes and over one lakh pending matters under the Negotiable Instruments Act. He stressed that strengthening judicial infrastructure is essential to ensuring timely and effective justice.

The newly inaugurated complex features 56 modern courtrooms. Although Gurugram presently has 63 judicial officers, officials indicated that at least 50 additional courts will be required in the coming years to efficiently manage the increasing volume of litigation.

Designed to meet the evolving needs of the justice delivery system, the complex has been equipped with advanced video conferencing facilities and a modern judicial record management system. An International Arbitration Centre, proposed to function under the supervision of the Punjab and Haryana High Court, is also planned within the campus to facilitate the resolution of commercial disputes.

The court complex also places significant emphasis on inclusivity and accessibility. It includes an 1,800-square-metre Ladies Bar Room with seating capacity for 30 women advocates, along with a childcare centre to support women legal professionals.

The Chief Justice expressed gratitude to the Haryana Government, the Punjab and Haryana High Court and the district judiciary for their collective efforts in completing the project. Concluding his address, he reaffirmed his commitment to a justice system that is efficient, inclusive and citizen-centric, ending with the patriotic message, “Jai Hind. Jai Bharat.”
