The first meeting of the Joint Parliamentary Committee (JPC) examining the Foreign Contribution (Regulation) Amendment Bill, 2026, was held in New Delhi on Friday. The meeting was chaired by Lok Sabha MP Sanjay Jaiswal, with representatives of the Ministry of Home Affairs briefing members on the key provisions of the proposed legislation.
The meeting was held in a cordial atmosphere, and members of the Committee raised several questions concerning the proposed amendments. Speaking to the media after the meeting, Committee Chairman Sanjay Jaiswal said that the members engaged in a detailed discussion and sought clarifications from the Ministry officials.
The Joint Parliamentary Committee consists of 31 members, including 21 members from the Lok Sabha nominated by the Speaker and 10 members from the Rajya Sabha.
The Foreign Contribution (Regulation) Amendment Bill, 2026, was referred to the Joint Parliamentary Committee after both Houses of Parliament approved the proposal on August 12. The reference allows the Committee to examine the Bill in greater detail and seek views and clarifications before submitting its report to Parliament.
The proposed legislation seeks to amend the Foreign Contribution (Regulation) Act, 2010, which regulates the acceptance and utilisation of foreign contributions by individuals, associations and organisations in India.
The amendments are aimed at strengthening transparency and accountability in the receipt and utilisation of foreign contributions. The Committee’s scrutiny is expected to focus on the proposed changes and their implications for organisations receiving foreign funds, while ensuring effective regulatory oversight.
The JPC will undertake further deliberations as part of the parliamentary scrutiny process before presenting its recommendations to Parliament.
