Kondagaon District Legal Services Authority Reviews Undertrial Cases, Lok Adalat Preparations and Hit-and-Run Compensation Mechanism

May 7, 2026 : A meeting of the Under Trial Review Committee, Monitoring Cell, National Lok Adalat, and Hit-and-Run cases was held under the chairmanship of Principal District and Sessions Judge and Chairman of the District Legal Services Authority, Khilawan Ram Rigri. The meeting took place in the mediation hall.

The meeting was attended by Additional District and Sessions Judge Vikram Pratap Chandra, Collector Nupur Rashi Panna, Superintendent of Police Akash Shrishrimal, Chief Judicial Magistrate Reshma Bairagi Patel, District Legal Services Authority Secretary Gayatri Sai, Welfare Officer of Central Jail Jagdalpur Shivprasad Karsayal, Assistant Jail Superintendent of Sub Jail Narayanpur Piyush Jagdale, public prosecutors, and officials of the Public Works Department.

Discussions were held regarding undertrial prisoners who have been lodged in jail for long periods, those who have secured bail but are unable to fulfill bail conditions, and prisoners who have already undergone a substantial portion of the likely sentence period. Directions were issued to the concerned authorities to take appropriate legal action in eligible cases. The meeting also focused on ensuring prisoners’ rights and access to justice.

The committee further discussed the case related to Shankar Mahato, the settlement ceremony proposed by the Supreme Court, and the special Lok Adalat programme scheduled for August.

During the Monitoring Cell meeting, discussions were held regarding the construction of the new Principal District and Sessions Court building, residential quarters for judicial officers and staff, and the construction of special facilities for victims and their families. The Principal District and Sessions Judge directed the Collector to expedite the construction process.

The meeting also reviewed preparations for the National Lok Adalat scheduled for May 9, with emphasis on placing and resolving a larger number of revenue-related cases.

In addition, discussions were held regarding the disposal of cases under Section 138 of the Negotiable Instruments Act relating to cheque bounce matters during the proposed Lok Adalat on July 18, 2026.

The committee also reviewed measures to connect victims and injured persons in hit-and-run road accident cases with the compensation process. Police and transport department officials were directed to prepare relevant documents and submit them to the SDM office. Coordination of administrative camps and public awareness activities was also discussed.
