NHRC Takes Suo Motu Cognizance of Surat Septic Tank Tragedy, Seeks Report from Gujarat Government

June 10, 2026 : The National Human Rights Commission (NHRC), India, has taken suo motu cognizance of a media report regarding the death of four workers while cleaning a septic tank at a jewellery manufacturing unit in Gujarat’s Surat district on 7 June 2026.

According to the report, the workers entered the septic tank to clean it without adhering to prescribed safety protocols and were allegedly exposed to toxic fumes inside the tank. Rescue personnel rushed the workers to a nearby hospital, where doctors declared all four dead.

Taking serious note of the incident, the Commission observed that the allegations, if found to be true, raise grave concerns relating to the violation of the workers’ human rights and workplace safety standards. The NHRC has consequently issued notices to the Chief Secretary of Gujarat and the Commissioner of Police, Surat, directing them to submit a detailed report within two weeks.

The Commission has sought information regarding the progress of the investigation into the incident and details of compensation, if any, provided to the families of the deceased workers.

As per the media report published on 8 June 2026, waste generated during the jewellery cleaning process was being collected in the septic tank where the fatal incident occurred. Preliminary reports indicate that the workers entered the confined space without adequate protective equipment or safety measures, resulting in their exposure to hazardous gases.

The tragic incident has once again brought attention to recurring concerns over hazardous manual cleaning operations and the implementation of safety regulations for workers engaged in confined-space maintenance activities. The NHRC’s intervention is expected to ensure accountability and a thorough examination of possible lapses that led to the deaths.

Further action by the Commission will depend on the response received from the state authorities and the findings of the ongoing investigation.
