Supreme Court of India _ LawNotify

The High Powered Enquiry Committee (HPEC), constituted by the Supreme Court to investigate incidents of violence at Jantar Mantar in New Delhi and other locations outside the national capital during July 2026, has launched an online portal to receive complaints, representations and relevant information from affected individuals and other stakeholders.

The portal, available at http://hpec.nic.in, has been introduced to facilitate the submission of complaints by all affected persons, including police personnel who were impacted by the incidents. According to the Ministry of Home Affairs, the committee will examine all issues identified in the Supreme Court’s order constituting the HPEC.

The Ministry stated that the committee would accord priority to complaints concerning the use of pellet guns, targeted violence and harassment of female protesters, as well as allegations of excessive use of force and destruction of property by either side.

The online portal has been designed to provide appropriate safeguards for vulnerable witnesses and maintain confidentiality. Affected individuals can also choose to keep their identities undisclosed while submitting complaints or representations, subject to the applicable procedures.

The Ministry has encouraged affected persons and other stakeholders to access the portal and upload their complaints, representations and supporting documents using the relevant prescribed formats.

Individuals who prefer to submit their materials physically may visit the HPEC office at Shiksha Sadan, New Delhi, between 2 PM and 4 PM on working days. Complaints and supporting documents can also be sent by post to the committee’s office or by email at hpec 2026.enquiry [at] nic [dot] in.

In addition to complaints from directly affected individuals, the committee has invited information and suggestions from anyone who can contribute relevant details concerning the issues referred to it by the Supreme Court.

The launch of the portal is intended to provide an accessible mechanism for collecting evidence and representations, enabling the HPEC to examine the incidents comprehensively and address the concerns of affected individuals.
