Supreme Court Seeks Centre’s Response on Plea for State-Specific MSP Determination

April 14, 2026 : The Supreme Court of India on Tuesday issued notice to the Union Government and other authorities on a plea concerning the fixation of Minimum Support Price (MSP) for agricultural produce, raising important questions about the economic framework underlying MSP policy.

A Bench comprising Chief Justice Surya Kant and Justice Joymalya Bagchi sought responses from the Centre, the Directorate General of Foreign Trade, and the Commission for Agricultural Costs and Prices.

The petition urges that MSP calculations should assign greater weight to state-specific cost of cultivation, arguing that existing methodologies inadequately reflect regional disparities in input costs. It highlights variations in land valuation, labour, and capital inputs across states, contending that a uniform pricing model fails to ensure equitable returns for farmers nationwide.

During the hearing, the Court acknowledged the complexity of MSP determination, observing that it involves layered economic considerations and policy judgments. The Bench noted that the plea effectively calls for a recalibration of economic policy, and remarked that a one-size-fits-all approach may not be viable in a country with diverse agricultural conditions.

The petition also relies on recommendations made by the MS Swaminathan Commission, which had proposed that MSP be fixed at least 50 percent above the cost of production. It argues that current MSP levels fall short of this benchmark, thereby undermining income security for farmers.

The matter is expected to engage broader questions on the intersection of judicial review and economic policymaking, particularly in the context of agricultural reforms.
