Delhi High Court Suspends Two District Judges Pending Disciplinary Proceedings

July 19, 2026 : The Delhi High Court has suspended two officers of the Delhi Higher Judicial Service pending disciplinary proceedings over separate allegations of misconduct. The Court has ordered the initiation of departmental inquiries against both judicial officers under the applicable service rules.

District Judge Vinay Singhal, posted at the Tis Hazari Courts, was suspended on July 10, while District Judge Veena Rani, serving at the Saket Courts, was placed under suspension through an order dated July 15.

According to media reports, Veena Rani is facing allegations of forum shopping, while Vinay Singhal has been accused of irregularities in the appointment of court auctioneers. He is alleged to have appointed ineligible persons as court auctioneers and permitted inflated payments to be made to them.

In its suspension orders, the High Court stated that disciplinary proceedings would be initiated against both officers under the All India Services (Discipline and Appeal) Rules, 1969, read with the Delhi Higher Judicial Service Rules. Both have been placed under suspension with immediate effect pending the outcome of the inquiries.

During the suspension period, Veena Rani has been directed to report to the office of the Principal District and Sessions Judge, South-East District, Saket, which will serve as her headquarters. Vinay Singhal has been directed to report to the office of the Principal District and Sessions Judge, Central District, Tis Hazari Courts, which will serve as his headquarters during the suspension.

The High Court has also restrained both judicial officers from leaving Delhi without obtaining its prior permission. The disciplinary proceedings will independently examine the allegations against each officer in accordance with the applicable service rules.
