The Chhattisgarh Cabinet, chaired by Chief Minister Vishnu Deo Sai, took several important policy decisions during a meeting held at the State Assembly Secretariat in Raipur on Monday.
One of the key decisions was the approval of the draft Chhattisgarh Religious Freedom Bill, 2026. The proposed legislation aims to prevent forced or fraudulent religious conversions in the state. It seeks to prohibit conversion through force, inducement, misrepresentation, undue influence, or deceptive means, with the objective of regulating and preventing unlawful religious conversions.
The Cabinet also approved the withdrawal of 13 cases linked purely to political movements from courts. These cases were recommended for withdrawal by a ministerial sub-committee constituted to review such matters.
In the renewable energy sector, the Cabinet approved a proposal to determine subsidy rates for plants and projects based on non-conventional energy sources. Under the scheme implemented through the Chhattisgarh State Renewable Energy Development Agency, a state subsidy of ₹1.5 lakh per Solar High Mast plant has been fixed for the financial years 2024–25 and 2025–26. For the financial year 2026–27 and subsequent years, the subsidy will be 30 percent of the tendered cost or ₹1.5 lakh, whichever is lower.
For domestic biogas plants with capacities ranging from 2 to 6 cubic metres, a subsidy of ₹9,000 per unit has been approved for 2024–25 and 2025–26. The same subsidy amount will continue for all capacities from 2026–27 onwards.
The Cabinet also approved the draft Chhattisgarh Cess (Amendment) Bill, 2026, which proposes to abolish the additional cess on property registration. The cess had earlier been imposed in 2023 at a rate of 12 percent over stamp duty to finance the Rajiv Gandhi Mitan Club Scheme. As the scheme is no longer operational, the government has decided to remove the extra cess.
Several other legislative proposals were cleared by the Cabinet, including the draft Chhattisgarh Town and Country Planning (Amendment) Bill, 2026, and amendments to the Chhattisgarh Housing Board Act, 1972.
The Cabinet further approved the draft Chhattisgarh Staff Selection Board Bill, 2026, under which a Chhattisgarh Staff Selection Board will be established. The board will conduct recruitment examinations and selection processes for technical and non-technical Group-C and Group-D posts across state government departments.
In another significant decision, the Cabinet approved the Chhattisgarh Public Recruitment and Professional Examinations (Prevention of Unfair Means) Bill, 2026. The proposed law aims to ensure greater transparency, fairness, and credibility in the public examination system.
The Cabinet also approved amendments to Sections 40, 50 and 59 of the Chhattisgarh Land Revenue Code, 1959.
Additionally, the government decided to allot five acres of government land to the District Cricket Association Rajnandgaon. The land will be used to build a modern cricket ground and cricket academy to promote sports development in the region.
