  • Chhattisgarh Amends Housing Board Policy: Construction Only After 60% Booking, Expands Role Beyond Housing

    Raipur : Housing Minister OP Choudhary informed the State Assembly that the Chhattisgarh Housing Board has revised its housing construction policy for the first time in its 54-year history, including the period of undivided Madhya Pradesh.

    Under the new policy, the Board will no longer construct houses or commercial units without prior demand and booking. Construction in any housing scheme will now commence only after achieving at least 60% booking.

    The proposal, put forward by the Housing and Environment Department, had already received approval from the state cabinet.

    In a significant legislative development, the Chhattisgarh Housing Board (Amendment) Bill, 2026, introduced by Finance Minister OP Choudhary, was passed by voice vote in the Assembly. The amendment broadens the Board’s mandate beyond housing construction, enabling it to undertake town planning schemes, public-private partnership (PPP) joint ventures, redevelopment projects, slum rehabilitation, and mixed land use development.

    The minister highlighted that over the past two years, the Board has launched 78 new projects worth approximately ₹3,050 crore. The state government has also cleared loans amounting to ₹735 crore, making the Board debt-free.

    Additionally, approval has been granted for the construction of 2,000 Economically Weaker Section (EWS) houses under Pradhan Mantri Awas Yojana (PMAY) 2.0. Detailed Project Reports (DPRs) for six redevelopment projects worth over ₹650 crore have been prepared.

    Currently, the Board is active in 27 out of 33 districts in the state. Procedural reforms are being implemented to ensure that physical possession of properties is handed over along with registration. The Board has also demonstrated its technical capacity by constructing government housing across 146 development blocks at a cost exceeding ₹858 crore.

    Choudhary further stated that Raipur, Nava Raipur, Bhilai-Durg, and Rajnandgaon will be developed as an integrated urban corridor, with the Housing Board playing a key role in this initiative.

    He concluded that the amendment will transform the Housing Board into a more empowered, efficient, and multi-dimensional institution.
