NHRC Pulls Up UP Authorities Over 216 Bonded Labour Cases in Brick Kilns

April 17, 2026 : The National Human Rights Commission (NHRC) on Friday conducted a virtual hearing into 216 cases of alleged bonded labour in brick kilns across multiple districts of Uttar Pradesh, raising serious concerns over administrative lapses and non-compliance with labour laws.

The hearing was presided over by NHRC Chairperson Justice V. Ramasubramanian, in the presence of Secretary General Bharat Lal, Registrar (Law) Joginder Singh, and other senior officials. Key state authorities, including the Labour Commissioner, District Magistrates, and Additional District Magistrates, also participated.

Justice Ramasubramanian acknowledged the presence of officials but remarked that such intervention would have been unnecessary had authorities discharged their duties effectively. He noted persistent issues such as failure to produce records and violations of minimum wage norms, indicating systemic neglect in addressing bonded labour.

He emphasized that these lapses deprive affected workers of their legal entitlements to rescue, release, and rehabilitation under the Bonded Labour System (Abolition) Act, 1976 and the Central Sector rehabilitation scheme.

Secretary General Bharat Lal highlighted gaps in the implementation of the 1976 Act and the rehabilitation framework, urging district officials to act promptly to ensure dignity and protection for vulnerable labourers. He warned that continued inaction exposes workers to exploitation and extreme poverty.

During the proceedings, the Commission reviewed Action Taken Reports submitted by District Magistrates. The State Labour Commissioner assured that all 216 cases would be re-examined, with updated reports to be submitted within three weeks. Authorities further committed to complying with applicable laws and directives of the Supreme Court of India to initiate immediate remedial measures.
