The proceedings will be held at its New Delhi premises from 11:30 am, with Chairperson Justice V. Ramasubramanian presiding.

The hearing highlights the Commission’s continued efforts to eliminate bonded labour and ensure strict enforcement of the Bonded Labour System (Abolition) Act, 1976, along with compliance monitoring as mandated by the Supreme Court of India.

Senior state officials, including the Chief Secretary of Uttar Pradesh (or nominee), Labour Commissioner, and concerned District Magistrates, have been directed to participate. They will submit detailed updates on identification, release, rehabilitation, skill development, and e-Shram registration of rescued workers.

Key areas under review include:

  • Action taken by District Magistrates on NHRC complaints and adherence to statutory provisions and judicial directions in cases such as Bandhua Mukti Morcha v. Union of India and the Asiad Workers’ case
  • Status of rehabilitation measures, including financial assistance, skill training, and livelihood support
  • Progress in registering rescued labourers on the e-Shram portal for social security coverage
  • Preventive strategies to curb recurrence in affected districts

The hearing forms part of NHRC’s ongoing suo motu interventions and its response to complaints concerning bonded labour practices.
