NHRC Takes Suo Motu Cognizance of Ludhiana Sewer Tragedy, Seeks Report from Punjab Government

June 5, 2026 : The National Human Rights Commission (NHRC), India, has taken suo motu cognizance of a media report concerning the death of three workers and injuries to two others while manually cleaning a sewage line inside a factory in Punjab’s Ludhiana district.

According to reports, the incident occurred on June 1, 2026, when the factory management allegedly hired workers to clear a sewage system used for the disposal of chemical waste. The workers reportedly entered the sewer line without any protective gear or safety equipment and were exposed to toxic fumes, resulting in a fatal accident.

Taking note of the incident, the NHRC observed that the contents of the media report, if found to be true, raise serious concerns regarding violations of human rights and labour safety norms. The Commission has issued notices to the Punjab Chief Secretary and the Ludhiana Police Commissioner, directing them to submit a detailed report within two weeks.

The Commission has sought information regarding the status of the investigation, the medical condition of the injured workers, and details of any compensation announced or provided by the government to the victims and their families.

As per the media report published on June 2, 2026, three workers died on the spot after inhaling toxic fumes inside the sewer line. Two other workers who were assisting them reportedly lost consciousness and were immediately rushed to a hospital for treatment.

The incident has once again highlighted the persistent issue of hazardous manual cleaning operations and the need for strict enforcement of safety regulations to protect workers engaged in sanitation-related activities.
