NHRC Takes Suo Motu Cognizance After 19 Nursing Students Contract Tuberculosis In Shimla Hostel

May 7, 2026 : The National Human Rights Commission (NHRC), India, has taken suo motu cognizance of a media report concerning nineteen female students who allegedly contracted tuberculosis while residing at the hostel of Mahatma Gandhi Medical Services Complex Nursing College in Shimla.

In a press release issued on May 7, 2026, the Commission observed that the allegations, if found to be true, raise a serious issue relating to the violation of human rights. Acting on the basis of media reports published on May 2, 2026, the NHRC issued a notice to the Chief Secretary of Himachal Pradesh, seeking a detailed report within two weeks.

According to the report placed before the Commission, inspections conducted on March 31 and April 17, 2026, revealed significant deficiencies in the hostel’s sanitation, infrastructure, and institutional management. Despite the inspections, authorities allegedly failed to undertake corrective measures.

The reports highlighted overcrowded, damp, and unhygienic living conditions inside the hostel premises. Sanitation facilities were reportedly inadequate, while the quality of food served to students was described as poor and lacking nutritional value.

The students were also allegedly denied adequate rest during illness and compelled to perform duties akin to “hospital staff” even during holidays, raising concerns regarding exploitation and neglect of their health and welfare.

Taking note of these allegations, the NHRC stated that the matter warranted intervention considering the possible infringement of the students’ right to health, dignity, and humane living conditions.

The Commission’s notice to the State Government is expected to address the circumstances leading to the spread of tuberculosis among the students, the measures taken after the inspections, and the steps proposed to improve hostel conditions and student welfare.
